The Fascinating Bottom-up Transformation Strategy
As a staunch advocate of the bottom up transformation strategy, allow me to discuss some occurrences related to economic empowerment of ordinary Mwananchi that have in the recent years been quite fascinating. The first one happened in the middle of 2006. Our country was just creeping out of the woods, a situation that had been occasioned by economic mismanagement by the KANU regime. I was out of town carrying out a management systems audit for the branches of one of the then SME banks. That was during the days that we used to be classified into ‘bankable’ and ‘unbankable’ Kenyans.
Something happened somewhere deep in the hinterland of Muranga county. As we discussed issues with the branch manager, a desperate customer intruded and sought to have an advance of KES 800 only, approved immediately. The customer as was brought to light was a teacher, whose salary was regularly paid through the bank. That was the lowest borrowing I had ever witnessed being extended by a bank.
Meanwhile, the mainstream banks were those days selectively deciding, which customers to maintain and those to offload from the banking system. In any case, when the rural economy became too weak, some of these mainstream banks trouped out of the rural areas and concentrated their efforts in the main towns. Indeed, the business of business was seemingly not business anymore, therefore the far reaching decision.
Even the accounts of the ‘bankable’ customers were transferred to the town centers where applicable, without any notice. Ironically, some banks have never recovered from the impact of these decisions even up-to now. And as is common with business practices, every threat presents an opportunity to do business for another person or the competition.
So, as some of the mainstream banks decamped from the rural areas, the then small banks had their field days. They were not only inheriting the then ‘unbankable’ customers, but also the banking premises too, complete with the existing infrastructure. Thus, it was easy for the then upcoming banks to smoothly start their take off, whose cycle has never plateaued since.
The second experience on empowerment happened sometimes in August 2008. I had for about two years been working with a large family of close relatives that was seemingly destined for greatness. We had over a period been covering the intricate steps of entrepreneurship and business development skills. The more able family members were sponsoring this periodical affair. Ideally, it was an act of social responsibility aimed at empowering the less advantaged members of the family. Indeed, they were better off acquiring fishing skills rather than being allowed to become permanent dependants – quite a well thought out idea indeed.
Incidentally, every session was preceded by discussions on how the previous lessons had been implemented, especially by those who had been in business. Even those who had been brave enough to venture into business, since the last session, shared their experiences too. Two memorable and interesting events surfaced, soon after the 2008 session.
After the training, the professional fee for the day was immediately, transferred directly to the bank account through mobile technology. Interestingly, the same was still undergoing the testing stages. Then and this was quite amazing, the leader of the family team eventually left his well paying executive job, to venture into entrepreneurship. Actually, he finally developed a huge tourist complex in the rural set up, probably inspired by the entrepreneurship lessons that he was personally coordinating. That aside, the mobile banking technology has today become a hit and above all, a major driver of economic development in this region.
The third fascination was rather interesting. A few months ago, all members of our immediate families decided to visit our rural home, for a weekend escape from the sometimes stressful urban life. Of the close to twenty or so of us, nobody was interested in leaving home, even for errands in the rural shopping centre. Driving out was also discomforting. Seemingly, nobody seemed ready to lose on relaxation time. Nonetheless, it became necessary to re-stock our provisions at some stage, the trouble of venturing out notwithstanding.
Luckily, somebody had the contact of a local stockiest, who it was thought could sort us out. “The bill will be so much. Send the same by M-Pesa and add transport charges for immediate delivery by motorcycle,” the stockiest confidently intimated. The payment done, our issue was easily sorted out. Was this not fascinating?
Conceivably, the rural areas which were endowed with endemic poverty, just a few years ago are today beaming with unprecedented economic activities. The same are driven by mobile money, easily available credit and reasonably cheap transport. What more can we wish for, safe for continuity of the innovations and progress as we match towards vision2030?
Fourthly, and the last one for now, is another development worth mention. It is the extent to which the micro-lending institutions have evolved. As I recently sat in the reception of one of them, it was exciting to realize the extent of growth that has been achieved so far, as reflected in the firm’s brochure. Notably, the same firm was in the 1990s targeting mama mboga and other micro-business people to lend small loans, through the then small chamas – groups of people with common interests.
The concept is an extension of that of the Grameen Bank of Bangladesh. The same was initiated by Professor Mohamed Yunus, which eventually led to his Nobel Peace Prize win of 2006. Seemingly, this micro-financing concept has grown in stature and reach, perhaps in line with the global recognition. It is no wonder then that the local organization earlier noted, is today lending up to KES 300 million payable in 6 years, at an interest rate of 12% pa. That seemed unbelievable, therefore necessitating confirmation beyond reasonable doubt.
Apparently, the targets are still the same chamas as has consistently been the case. With that kind of expansion in extension of credit, it is no wonder then that Nairobi and other major towns are bursting with construction and other multibillion shilling projects.
Realistically, the seemingly fascinating bottom up transformation strategy appears to be achieving great strides with regard to empowerment of the masses. Ostensibly, it is not enough to concentrate in infrastructural development, which is a top down approach to national development. There is inevitable need to combine it with the bottom up strategy of empowering the masses not only with the means, but also the knowhow. That will continually yield increased prospects of employment and national wealth creation, through broad based perspectives.
